TL;DR: CCleaner 32-bit version 5.33.6162 or CCleaner Cloud 1.07.3191 collects and encrypts information that could be used to harm your system.

Yes this happened after Avast or while they were taking over the company. I not sure what it says for Avast and CCleaner and their servers.

I use both companies products but hackers are quite resourceful. It should be a wake up call for so called "trusted sources".

That was a scary thing to read. I don't have CCleaner on my new rig but I've used it before.
