XPS 17 won't boot from USB, when HDD password is unknown

I changed Supervisor password, but the HDD password is the sticking point: even though I have changed boot order, the usb and cd take priority, the prompt for HDD Password still pops up, effectively renering my laptop useless.

Replace the HDD.
