He may not be a conspiracy theorist. He is just echoing a theory - "vaccination creates variants", which appears to be unsupported by facts. The facts are that most variants (including the famous "British variant" that was the first one substantially different) appeared in the wild before any mass vaccination took place. Data so far shows that unchecked spread in an unvaccinated population contributes more to the creation of variants than any "evolutionary pressure" on the virus that is caused by the vaccine.

The good doctor also says things that are obviously false:
