What would you do when someone told you that you were going to "pay". Run? Hide? Report to the police? :?

I would report it to the police, but record the telephone conversation for your records. How responsive do think the police in the 'Couv would be? In one sense, it could be taken as a verbal threat.

Be careful to know your state's laws for privacy and recording.

In Florida for example, you can record a conversation use it in court and perhaps win, but you will be hit with a felony charge. You'll take the felony, maybe to secure the previous win.

Usually bullying is a sign of weakness, and if you ignore it or stand up to it, your show of power will deter them, usually. YMMV!!!! (More details required)

And for others your show of force will make them look for an easier target, and there always is an easier target.

Words of wisdom:

If you can intimidate someone in the first 15 seconds of a "fight", you've won.

I've found that very handy in the past. Oh, most "bullies" are whimps.

I usually just ignore that kind of stuff. Normally, the bully's that I deal with give up after realizing that they haven't had any effect with their words.

Ignore it.

Don't record the calls, because illegally collected evidence usually can't be used in court. So, double whammy there... your evidence is thrown out, and you get a felony against you.

And, don't try to make it a legal recording (by saying that "this call will be recorded, if you don't like that, hang up"), b/c that won't give you any evidence, and/or make it more likely that you'll get attacked.
