Is the new Bidpay auction payment service for real?

I used to pay my eBay purchases through Bidpay (Bidpay.com) until they closed shop in December 2005. I found out lately that they have opened again under new ownership. The old Bidpay charged buyers fees for using their service, but this time it is free. Seems too good to be true.

Before I get too excited, let me know folks if you have had experience with the new Bidpay. Comments are most welcome too. By the way, I reside in a country that Paypal does not serve. Moneygram and Western Union cash transfers, aside from being shied away by sellers, are not prudent methods for such low value Thinkpad parts machines that comprise most of my eBay transactions.
