I think i could really benefit by understanding overclocking better! So if you can cool the cpu down low enough you can get the cpu to operate at almost whatever speed you want?

Potentially, yes. If you could get enough voltage and keep the CPU cold enough, you could. However, liquid nitrogen isn't cheap nor is a viable solution for cpu cooling, so using water is much more common (but air cooling is a million times more common).
