Need help to confirm my PayPal address

Need help to confirm my PayPal address
I always thought my PayPal address was confirmed until today a eBay seller told me she couldn't ship my order to an unconfirmed address. Can anyone please tell me how to get my address confirmed?
Actually I'm a confirmed PayPal user. My account is confirmed, which I had assumed means my PayPal address is confirmed. They debited a small amount of money in my bank's account and then I provided them the code that later showed up on my banker's statement.
On the main page of my PayPal account, it says:
Account type: Premier
Status: Verified(1)
I didn't see any option to confirm my postal address. Does it exist such a choice for an European PayPal account?
Any help would be greatly appreciated!

You can't confirm your address with PayPal. Period.
Only residents of USA, Canada and UK can have confirmed addresses.

you can always ask someone in the USA to accept the item for you and then send it to you in europe..

Ok. That has explained why I couldn't find the option to confirm my address anywhere in my PayPal account. Yes I could've asked someone in the US to do me the favor, but for a $40 battery, I'd prefer to cancel the transaction.
I still don't understand why it's risky for the seller to send out the marchandise once the payment has been secured.

If the seller ships to an unconfirmed address, he/she is not covered by Seller Protection Policy, and the buyer can claim that they've never received the item, file the chargeback, and end up with both the money and the item.
It cost me $500+ about three years ago to learn this lesson...

Sorry to hear that. It's hard to believe people would actually do that.
I thought a shipping receipt that proves the marchandise has been sent to buyer's PayPal address would be enough.
It still sounds good enough to me. If the item is unable to be delivered to the address which itself is invalid, then it's logical the buyer should pay the loss.

That leads me to ask one question; If that's the case then, as a purchaser, what use is PayPal in a country where you can't validate your address? None as I see it.

I dident know this eather about pay pal.
It was only a few months ago when i set up a credit card with pay pal that i had my address confirmed.
Witch i need to thank ajkula66 once again.I was on this forum only a short time when i had bought an A22P from him last year.At the time i never had a CC so i guess my address was unconfirmed.

I thought Paypal's definition of a confirmed address is when the Paypal registered credit card billing address and shipping address are the same. When I use my Far East shipping address I do not have any complaint from sellers who ships to "confirmed addresses" only where their checkout system retrieves the verified address from Paypal. A lot has also to do with your feedback on eBay, if you use Paypal.
If all your FBs say: fast payment, smooth transaction, good communication and the likes, one can assume that you are who you are, and your address does exist.
Before I moved to the USA, I never had any problems because of an unconfirmed address in Ireland.
Only 1 seller ever refused to ship abroad, but I had asked him before I made any bid.
