I guess that can happen because many meals get charged to government or lobbyist's expense accounts? lol. I remember that most central restaurants were out-of-reach expensive even before the 30% add-on (I worked in Crystal City and lived in Rosslyn some years ago, and quite liked the region except for the sweltering summer).

The only other place I know of that had a 10% restaurant food tax was Whistler BC, but that's a resort for the jet-set hosting the next olympics.

With a 9-trillion dollar cumulative deficit projected by the OMB for the decade, and state budgets being in poor albeit not as bad condition, many tax rates will have to soar or debt monetization / quantitative easing must continue (along with devaluation of the US$ and a fall in the standard of living), or probably a combination. Of course states cannot resort to printing money like Washington can, so sales and income tax hikes will be likely.
