i need a device to scare a dog away.

ok here is my problem. my neighbor's dog likes to sit in front of my window and bark. i talked to the neighbor but he is not going anything about it. i need a device that would produce high enough frequency waves to scare the dog away so it would go bark on the other side of the garden.
can anyone help me find it??? or at least give me a name so that i can look for it...
