You have to know that you won't find many minorities in Poland. They probably wanted to make the photo look more natural. It would be almost impossible in the real world to have only one white in a group of three people.
That being said, if they had a problem with the photo, they should just make a new one. It should be clear that changing somebody's race will be controversial and considered a racism.

a. know better..
b. if they are going to do something like that, do it well.. i mean how does it look screwing up a simple photoshop job.. even the feds can distort or spin the truth better than that..
c. now that its been discovered, don't do like the feds and dig your hole deeper, just apologise and fire someone..
