PM Stuck in out box

It seems whenever I construct PM it goes into the out box but doesn't get sent. Can't seem to find an option to send. What am I missing?

I don't think it gets moved to the sent box until it's read by the recipient.

Correct. "Outbox" = "message was sent but not yet read by recipient". "Sent message" = "message has been read". While the message is still sitting in your Outbox, you can edit it or even delete it. If you do edit it, the message will have a note attached indicating the date and time you made the edit. If you delete the message while it's still in your Outbox, then the message will be removed from the recipient's Inbox, however, the recipient will see that a message was sent and then deleted.
