Stupid PayPal question

Is it possible to use PayPal without having a bank account or a credit card? How?

I believe that the only way you can send or receive money via PayPal is to link in a bank account (checking, saving) or a credit card. At least that's what I remember when I signed up years ago. Your best bet is to contact PayPal help Customer Service:

1-402-935-2050
4:00 AM PST to 10:00 PM PST Monday through Friday
6:00 AM PST to 8:00 PM PST Saturday and Sunday

No, you can't use PayPal without a credit card or a bank account.

Well, if you have a friend with a Paypal account, give him/her cash to do the transaction for you.
