Thanks to the links provided by ug-02 I've been able to successfully install the latest Catalyst drivers (10-5) without the need for Mobility Modder. Just simply run the .exe file for your particular version of windows and let the install do the rest.

In order to take advantage of flash hardware acceleration included with Flash 10.1 http://labs.adobe.com/ I went to the ATI site and downloaded the latest version of the Catalyst display drivers (I downloaded the separate display drivers as there is a combined download that includes the catalyst control center).
After running the the executable it unpacked the contents into a directory on c:\ATI\Support\10-5_vista64_win7_64_dd (note that this will be different if using 32-bit drivers). I canceled the rest of the installation at this point.
I then dowloaded the ATI Mobility Modder @ http://www.hardwareheaven.com/modtool.php Running the Mobility Modder, I pointed it to the directory stated above and it proceeded to modify the drivers.
Going into Device manager >> Expanding Display Adapters >> Double Clicking "ATI Radeon HD 3200 Graphics" >> Going to the "Driver" tab and clicking on "Update Driver".
From the next "How do you want to search for driver software?" window I choose "Browse my computer for drivers software." I then chose the "Let me pick for a list of device drivers on my computer" option. From the next screen I clicked the "Have Disk..." option which I entered the location as "C:\ATI\Support\10-5_vista64_win7_64_dd\Packages\Drivers\display\W76A_INF". Reading other posts on the subject, there are notes that either of the 2 .INF files will work (in this case I tried each in 2 attempts).
After going through this, you will see 2 different models both with the same name of "ATI RADEON HD 3200 Graphics". Double clicking on either one of them will initiate the driver installation. Shortly a "Window's can't verify the publisher of this driver software" message will appear which I choose to install the driver anyway.
After that I get the following error message:
"Windows found driver software for your device but encountered an error while attempting to install it.
ATI RADEON HD 3200 Graphics
A Service Installation section in this INF is invalid"
I'm using Windows Pro 64-bit. Does anyone else have this issue? It seems that the Win 7 32-bit users aren't having the problem.
