701CS System Board Error

I recently acquired two Thinkpad 701's, a C and CS model for pretty cheap and one is acting up. I was able to get into the diag without it hanging and ran a test on the system board and it came back with an error.

DEV 001
ERR 004
FRU 0014

I found a list of FRU error codes and understand 14 is the bottom system board, but I was unable to find any information on the specific device or error code.

Does anyone know what the top two mean?
