Thinkpad 560 not charging

Hi,
I've gotten hold of a Thinkpad 560E - but I have a problem, it seems that the battery isn't charging, it never gets over 23% despite the laptop being plugged in the mains for almost 24 hours now!
The indicator for battery blinks green, and the battery is recognised by the laptop and by the fuel gauge application.
Is there a way, so that that I can "reset" the charge status of the battery - or is it time for a brand new battery?
