Yes, flashing orange is a charging battery. If you left it to charge overnight and it still flashes orange in the morning, you have a bad battery.
Now, wandering into the tear it apart and rebuild chapter, if your seller gave you no gurantee of it being good/chargeable, then you might as well try rebuilding the battery if you are inclined to undertake such things. Also, as they are Lithium Ion, they can be dangerous to work with.
That being said, you may one of the cells inside the pack that is dead/low. If one cell is not equal to the other cells the battery will not properly charge, nor hold a charge. I rebuilt a pack for my 600X, and found two of the cells were low in comparison to the other cells. I replaced them with some new cells, and found the battery pack had gone from unusable to holding a little over an hour of charge. Not bad for a $20.00 repair I thought.
