comctl32.dll ....wont load win 98....any fixes???

ok, on 600 e, i have no working floppy so anything will have to be by way of cd or whats on HD....i can get directory of C: which has all windows files as far as i know....i have cd's that i can access, including the original win 95 from IBM, but some reason they are calling my CD drive letter R: but from there i can read the directory of the cd's, though a lot says the programs dont run in DOS.........but anyway, any simple ways to get my win 98 to load again......ive tried a few things but im not really that literate in working in a dos prompt etc.....but after i get the comctl32.dll error....the comp freezes on a blue screen and doesnt start up, prior to that i do see the windows 98 screen...anyway to remove it, or bypass it....or whatever.....thanks for any help. ok i can also get some action using setup from cd......it starts but then say scandisk cant run in dos 5.0 or something...and something about compressed or disk cache utility...then i get a CDR101 error unable to read drive R:.......so hopefully i get some easy ideas out there...please , step by step if possible.

Run fdisk or something like it to delete your hard drive partitions. Then when you try to install Win98, it won't try to fix what's there: it will just make a new partition.
