Thinkpad 701c - When formated , now do not recognize O.S

Hi,

I have na Thinkpad 701c butterfly, and its was working with a win95.
I sent to the computer store, to format the HD and Reinstall the Win95.
They formated it, put the hd in other computer and copy the win95 files to install to the hd.Then installed the sys to boot.
When we install the hd in the notebook ,the bios recognize the HD but when it starts, it says that do not have O.S in the HD.
They formated again and installed the dos 6,22 , put the hd in the 701c, and when it starts it says agains that have no O.S.
The HD runs fine in other machines.

Do you know what it can be?

Primary partition is not set active.
