600e Not Charging Battery

I aquired this 600e a few years ago as a used laptop. The battery in it never did work so I have always had it teathered by power. I just tried a new battery for this unit and after 10 mins of having the battery installed and the laptop plugged in it still showed no charge. The tech mentioned to me that its possible that the charging circuitry could be bad. Does anyone know how I would verify this and if its repairable?

I have a version 1 system board from a 600e on the shelf. The battery terminal does go to a 7 Amp fuse and then to what looks like a regulator circuit. All this is on the bottom of the system board so you have to disassemble the whole laptop to get to it. Since system board schematics are not available it is tough to troubleshoot component failures and equally difficult to determine what some of the parts are. You didn't mention if your batteries were tested in a known good 600 series Thinkpad but that would be the easiest way to isolate the problem. If it is your system board, replacing it may be the only practical option.
