Is it true we could substitute pc66 with pc100? I saw this from ebay seller. I have heard pc133 for pc100, but not sure about this one.

Generally speaking, PC100 can be used in almost all PC66 applications but you may have to watch out for density issues. That eBay seller has stated that they are low density which will work in say, a 600X. Which particular system are you planning to use this for?

Hmm.... the tiwbook.pdf file says 2621-460 is an i1460 and supports a maximum memory of 256MB (2 x 128MB). Since the specs were probably laid down before the advent of 256MB modules, it might be possible to use 2 x 256MB. This has a precedent with the 600E twbook specs which lists a maximum of 288MB when people have been able to put 544MB in them. The main limitation is the chipset being used and I can't find any information about the ALI M1621 so this is totally a guess on my part.
In any event, the eBay seller does not even list the i1460 or the 2621-460 variant in the massive list that they have provided for this 128MB module. They have specified i1400 however.
One of the problems that I could see that would prevent their module from working in your system would be the CAS Latency (CL) spec. If for some reason the i1460 requires PC66 CL2 parts, then even though a PC100 CL3 is basically identical, the PC100 module would have to be programmed correctly to allow operation at that "speed". Another compatibility issue is the number of banks that are on these modules and how many the ALI chipset can support.
Given the amount of information listed by the seller, the money-back guarantee (appears to be item cost only; shipping is not refundable, but I would verify that with the seller before purchasing) and the feedback history, if it were me, I would not hesitate to buy from them. I would also be tempted to throw in a low density PC100 256MB module and see what it does.

Well, i just bought 2 stick of 128mb and let you know if it works in the i1400.
Is there any hack/mod/patch/upgrade to these machine? Something like they have for 600s and 770s.
