I-series 1721 hard drive replacement

I came across a used 1721 that had a dead hard drive and am trying to instal a 20gig travelstar(used). The bios reports the right h/s/c but the sizes as 7gig. Loaded win 98 but Iam haveing issues with blue screens saying unable to write to drive C: . Is my issue with the bios or hard drive? If bios issue is there a work around.
