CD drive in Ultrabase not recognized at boot - Thinkpad 570

I have a Thinkpad 570 that I bought on eBay and an Ultrabase that I bought on Craigslist.
The CD drive is from my Thinkpad 600E, and it is recognized at boot by the 600E because I can put a Windows install CD in and the install will start.

But at boot, the Thinkpad 570 does not see the CD. Afterwards it is detected, and I can play music CDs.

The connectors for the Ultrabase-TP570 connection looks okay with no broken pins.

Has anyone else run across this?

Have you checked to make sure that the 570E has the BIOS set to boot up from CD?

Yes, the 570 (not 570E) BIOS is set to boot up first from CD-ROM, then floppy drive, then hard drive, then network.

At boot up, I do see and hear CD-ROM activity and then I can hear floppy drive activity and then Windows boot. It is also the latest BIOS.
