380XD dead fan issue

I visited the local recycler Friday and he gave me a free present, a complete 380XD.
My problem with it (besides a line of dead pizels at the top) is that the fan is dead. On my other 380XD and 380Z when you first turn the unit on the fan fires up and then slows, you can feel the air flow out the side. On this unit when you boot you get no air at all coming out. I get the 161, 163 errors because the CMOS battery is dead, but never the 193 (or whatever number it is ) fan error. I did the systemboard BIOS check and it failed on systemboard or fan. The fan itself spins freely so it is not locked up, and it is plugged in. The system seems to run fine without it, doesn't seem to get hot (it is a p1 233mmx so maybe the heatsink alone keeps it cool enough?). I removed the dead PRAM battery and nothing changed.
