600X...is my cpu running at the right speed?

This is my first post to the forum so please bear with me.
I just bought a TP600X (2645-5FU) last week. I have 576mb of ram, no battery yet, no floppy drive, and a cd-rom(not dvd). Win XP Home SP2 runs great on it and I have no problems whatsoever.
My bios says the cpu is a PIII 650mhz with Speedstep, but XP says its running at 500mhz. I used mobilemeter and it says 500mhz too. I have AC and battery power settings at max. My question is...is this really a 650mhz cpu or a 500mhz cpu?

Windows XP has very aggressive power savings options turned on. I have a 9FU at 650MHz and a 5FU upgraded to 800MHz (runs at 524MHz usually).
You do notice that EasySetup correctly identifies the CPU speed.
But it is VERY difficult to get the full CPU speed with Windows XP. Let me see if I can replicate it. I just set the Power Scheme to Always On and in the Power Options Properties dialog, Advanced Setting tab, CPU Power Management to Disable. Reboot and... Windows XP Pro SP2 reports my CPU speed to be 524MHz. Isn't that something?
OK I'll disable PCI Bus Power Management and reboot... Now I get 524MHz.
I plugged in to AC, and get 647MHz. An improvement, but not my 800. I turned it off, went into EasySetup and verify that it sees an 800MHz CPU. Restart Windows and get... 645MHz.
OK. I have no idea how to get full speed. Anyone got any more ideas?

Machine-Project: 750P, 600X, T42, T60, T400, X1 Carbon Touch
So...its XP thats the culprit. I don't really want to go back to win98 so I hope someone in here can help us out with this.
I was also wondering if I put the battery in (its on the way) with AC power, will it run full speed. I'll try disabling power management all together later tonight.

There is a utility called SpeedswitchXP

After I installed it and set my preferences, my 600X always runs at 650 (as far as I can tell). The util shows you a checkered flag that tells you the mode of your cpu.
It's extremely easy to set your preferences and the computer runs as you desire (even when on battery power).
So guys, try it and see if it works for you as well.
