I have an FPD1520 monitor but it has an AC cord; no DC adapter. The solid line with three dashes indicates that the power is DC (as opposed to AC where you would see a sine wave: ~ ). It does not say anything about the polarity of the plug. For that, it's usually printed on the adapter right next to those lines, like this:
If that's not printed on the adapter, or less likely, on the plug itself, then you would need to use a voltmeter to determine the polarity. This of course assumes that the supply is still working

. The monitor itself may have the polarity noted next to the power jack.
edit: A little bit of searching yields this:
http://ftp.qrz.ru/pub/hamradio/schemes/ ... 70-lcd.pdf Page 2 of this .PDF says it's center positive. Double check the description of the front panel controls, pictures, etc. to make sure it matches your monitor. I searched for FPD1570 but there's nothing in the .PDF that says it's for Gateway.
