Ok so I want to enable vtx on my windows 10 machine.
The problem is that I am blind and my screen reader can not read the bios options.
Can anyone tell me how many times I have to press the Arrow keys?

With computer turned off, press NOVO button. Computer will turn on and go directly to BIOS.
Arrow right once. Then arrow down 6 times. Enter. Arrow once down. Hit F10 once and make sure it says Save settings and exit is confirmed then hit enter.

I pressed the right arrow key, down arrow 6 times, enter, down arrow, f10, enter
However, when computer restarts, task manager does not show it as enabled.

Processor i5-4200m does not have VT-x. Upgrade processor to i5-4300m or higher. Also i5-4310m, i5-4330m and i5-4340m. Also i7-4600m or i7-4610m. Personally i'd pick i7-4610m, i5-4340m as second choice in performance wise. Source one from ebay via paypal or money order to the seller with mailing address after find one on ebay and buy the processor. Then have someone change the processor in your notebook. HMM for your notebook is available as PDF for someone to take apart and reassemble.
Also see if your notebook can be upgraded to 16GB as well this will help with your assistive programs to perform better. Later on, SSD storage instead of hard drive. Done with clone program. I used
AOMEI Backupper standard (freeware) for cloning original hard drive to new SSD without needing to reinstall anything. SSD is a much faster and is solid state storage makes notebook quieter and durable.

Press F1 to get into BIOS

Press Arrow down 4 times to go to the Virtualization tab
Press Enter to select it
Press Enter again to select the first tab, which is Intel Virtualization Technology

Press Enter to select it and activate Virtualization

Press Arrow left 1 time to go to Yes
Press Enter to save the settings and reboot.

There is a relatively easy method.
Insert your USB-key, then boot up.
Immediately press F12 for a list of bootable items.
Most likely this will be CD first, HD or SSD second, and now your USB as third option.
Press Arrow down 2 times to go to USB
Press Enter to select and boot from USB, that is it.
If possible, ask someone to verify the sequence.
I can tell you how to get into the Boot-sequence settings, but once in there, you will need visual help.
There are about a dozen options for different HD, CD, USB and FD drives.
You will want the USB HDD option for your USB-key.
You set your cursor on the option you want, then press F6 once to move that option 1 position up. Repeat as needed.
You can also press F5 once to move that option 1 position down. Repeat as needed.
In detail:

Press Enter to select the first Boot tab, which will show you the list of bootable options.
Ask for help to move your cursor onto USB HDD.

A USB-key or thumbdrive or whatever you call it, will always be a USB HDD in the BIOS Startup.
