The reverse, actually. For ARM tablets, Microsoft is requiring OEMs to (try to) prevent the loading of "untrusted code", i.e. competing operating systems, via something they're calling Secure Boot.

In other words: ARM-powered Windows tablets are substantially less-useful than their x86 cousins.

If it's ARM-based and the manufacturer has applied for and been granted the "Designed for Windows" branding, then Secure Boot must not be able to be disabled, hence: no.
