Modem power is "off"

Typical tech question

Symptom:
After new win8.1 reinstall my broadband modem ericsson F5521gw in Edge E420s did not allowed me to "power ON" my mobile connection. The option was "grayed". Like hardware "OFF" - non was working. Either powering on and off drivers/devices in device manager.

Solution:
Only way to power it back ON was to lunch Live Ubutu Linux, (there in first place it was also "not avaliable") and switch it back using slider in Network Settings from OFF to ON.
Now it is visible and works in Windows

Q: Where or how the hell can i make this "operation" made in Windows? (cmd?)
