trying to remove pgp whole disc encryption on t430

Seeking help with t430, symantic pgp desktop whole disc encryption is on laptop. i removed hard drive and used other laptop to wipe harddrive, other computer reformatted it, i reinstalled in t430 and pgp whole disk encryption is still there and will not boot from cd drive

my goal was to upgrade bios and load windows 7

can anyone direct me thru some steps from here

Assuming that the hard drive was wiped correctly, you should be able to boot from the CD drive (as long as it has a bootable media installed). If not, then perhaps the drive has been deselected as a boot device in the BIOS.
