T450s high CPU usage

I notice most of the time my fan is spinning loud enough to be audible and the bottom stays warm.
The task manager indicates something keeps constant 50% cpu usage, of which 35% listed as below:

How do I find what's using the CPU and for what purpose, and is there a battery monitor built in but hidden somewhere in windows 8.1 that I can use to check what is using my battery. I remember not having to plug in my X220 for nearly the whole day with 9 cell battery pack, but my T450 feels like I have to plug it in after 2-3 hours most.
