My T430 throttling cpu to 1,18GHZ while on power supply

My T430 is throttling cpu to 1,18GHZ max when connected to power supply no matter which power/performance plan I choose.
Weird is that my cpu gets back to higher frequency when I run it on battery.

I'm using a genuine 65W Lenovo power supply adapter.
Not sure about when problem appeared.. but my computer became slow about 1-2 weeks ago.
CPU temp. ~45 C, HDD ~47 (SSD)

Maybe this is realted to Windows 10 Creators update? Can anyone confirm ?

Try a 90w power supply. My educated guess is that you have Nvidia graphics which would require a 90w power supply for full performance.

Thanks for the reply

I forgot to mention that my t430 is not equipped with dedicated graphic card (Intel HD only)
and I haven't changed my power supply adapter :-(

Updating Bios via ThinkVantage System Update fixed the issue!

There were many bios updates I made since I bought the lap, but I'm sure I haven't done any for about ~6 months. Strange.
