Is that normal, and is it bad for the hardware? Thanks.

I'm sure you have heard by now that ThinkPads are NOT made for gaming.
Assuming you're talking Centigrade/Celsius, then you still have some reserve before you hit the dangerz0ne, but not much.
If you want to stay/play with Lenovo, look at their Legion laptops.

Well, pretend I said stress test instead of gaming. Just wondering if it should hit those temps when both cpu/gpu are near max utilization, or if it means it needs new paste.

That you should do anyway.
And use a decent paste such as Thermal Grizzly Kryonaut or Hydronaut.
