T480 FHD Touchscreen overlay causes a slight haze?

Has anyone noticed that laptop touchscreens are not as clear as their non-touch counterparts? I say this looking at a T480 with the FHD touch panel. It seems when you scroll, you can distinctly notice a slight have and lack of a solid white background. You can also notice it in HD video content. Is this a touch-screen only issue?

I recognize this same sort of distortion from cell phones with protective screen covers on them.
