Windows 10 64bit.
- In BIOS(latest 2019) I changed i5-4300M: HD4600 graphic card's allocated memory from 256mb to 512mb.
- But there is no difference in performance.
So the above BIOS setting does nothing ?
Windows 10 says "Dedicated Video Memory: 128 MB".
Intel(R) HD Graphics 4600.

One can assume that you have plenty of RAM installed.
But how do you measure the (lack of increased) GPU performance?
Maybe you need a bigger increase?
I for one would not trust whatever W10 tells you.

Maybe Win10 just shows it incorrectly.
I can try to look if VRAM shows correctly using HWInfo or similar Aida64,...
