T440s can the cpu overclocked ?

Hi,
i discuss with a friend about it. Can the cpu on my T440s overclocked ? i7 4600u.
And if yes, what i will see as a user on my pc as change ?

If the UEFI allows it, otherwise no.

Assuming that the registers related to Turbo Boost are not locked by the UEFI, you will have a 400 MHz boost on all cores (3.7 GHz on 1 core, 3.4 GHz on 2 cores).

Change? Not much, as your T440s would be thermal throttling or hitting its power limits. I say it wouldn't make much of a difference, unless you force the fan to run at full speed all the time. Even with that, I doubt you could make use of the speed as that will most likely require an increase in voltage.
