Why does lights go on and off even when turned off?

I have a ThinkPad X230 convertible tablet. Green lights keep blinking showing wireless and fingerprint reader, even when the computer is turned off. Why is this? Is the government spying on me? Do other owners of X230 and X230t see the same thing occuring? Thanks.
PS It keeps happening even when the power is unplugged.
