Can X230 WIFI act as an access point?

I have an X230, I7, 300GB HD, win7, with a 3G ("WWAN") radio in it (Ericsson H5321GW), and wonder if there is any way to make the built-in WIFI to act as an access point to which e.g. an Iphone could connect as a client. The internet connection would come via 3G, obviously.
I have googled but cannot find anything of relevance.
On my Nokia phone, Joikuspot is one old solution, which kind of works most of the time but the WIFI provided by Joikuspot is ad-hoc, not a proper access point, and many devices will not connect to it (e.g. win8 doesn't; winXP usually does, but there is a bug in XP whereby the laptop then radiates spurious packets afterwards so the network has to be deleted after each use!). Most Android phones have a similar function.
The encryption should ideally be WPA, not WEP, but this doesn't matter much in practice. I think most phones, when used in this way, can do WEP only.
