X260, EM7455 LTE - unlocked?

I'm considering buying a new laptop. Its been ... a while.
The X260's faults (keyboard, trackpad, weight) aren't enough to discourage me.

My interest is piqued by the FHD screen, battery life (72WH rear?), and the potential for built-in LTE.

Can anyone confirm, on the X260, whether the EM7455:

1) Works reliably under Windows 7?

2) is unlocked, or readily un-lockable?

3) supports Band 12? (mfr spec sheet references, but not specific to Lenovo/USA card.)
