W541 One core overheats

I have just acquired a very nice W541 from Ebay.
Well, I thought it was very nice. The fan keeps cutting in noisily, even under low loads, and CoreTemp shows that one core is getting very hot (90 degrees or so) while the others are in the 60s.
Presumably the CPU is knackered. Is there any other possible explanation for this behaviour? And any solution other than to replace the chip?

Repaste it, and reseat the heatsink. Most likely one area of the chip is not making as good of contact as the others. CPU is likely fine.
