Impossible to enable celluler after reboot

Hi,
on a TP X1 Yoga 2nd gen I am experiencing a weird problem. If I disable the cellular network (using the blue cellular button) and then reboot the machine, when I enable it back using the blue cellular button it seems not to react at all or it does not connect. Then if I reboot a second time the machine, the connection works again.
Any suggestion? Is there a Thinkpad utility for Windows 10 to switch off cellular as it existed for Windows 7?

I personally enable & disable WWAN via Action Center, it works without problem. Not sure what you mean by blue cellular button.
