I recently updated my x230t to Windows 10 and I am running torrents from proxybay through BitTorrent with use of a VPN. On any of my other computers it is not an issue to download through BitTorrent but I have absolutely zero capability of starting new downloads through the Lenovo. It downloads the torrent file to BitTorrent as far as I can tell but the download never starts.
Any ideas on how to fix this?

Did you check your firewall for an exception made for BitTorrent? I don't know if BitTorrent adds an exception to your firewall automatically, but it does in uTorrent for me.
If that doesn't work, could you try using Windows 7 to see if the problem still exists in that environment? I know it is a little ridiculous, but this leaves me no choice.

So I checked and I do have BitTorrent as an exception, it works fine on my other computers which run Windows 7 but I'm still having issues with it on Windows 10

Well, that unfortunately confirms my suspicions... BitTorrent has indeed blocked Windows 10 users from utilizing some of their trackers. Which seems to be what you are getting right now; I am afraid that you have to install Windows 7 to regain functionality with BitTorrent.
There is no other way that I am aware of which can solve this problem, other than using a tracker that doesn't block Windows 10.

You linked to an article that is over 3 years old, is very vague, mentions a single tracker site, which as far as I could see doesn't even exist, and links to a removed Youtube video from a dead account + a whole lot of generic FUD.
I call bullsh!t. By now most have figured out that the paranoia over Win10 privacy issues was mostly stupid. I have never had a problem downloading torrents on any Win10 machine (then again, I never use any private trackers, but I didn't see any indication that the OP does).
P.S. "BitTorrent has blocked someone" is a phrase that in itself makes no sense. BitTorrent is just the name of the protocol, and the name of one client application (the original one). It has nothing to do with trackers, or torrent search websites. The client, AFAIK, works on Win10, and has always worked.

That's pretty much impossible to do considering that Microsoft no longer sells Windows 7, and basically every reputable seller I found has been full of [censored] and just selling ripped versions.
Not sure what you mean by private trackers, if you can explain? I am running the basic version of BitTorrent recently downloaded and installed, I use Mullvad VPN, but I use the same VPN on my personally built desktop with Windows 7 and have no issues torrenting.

I am not necessarily suggesting that you do, but should you want to install Windows 7, do know that you don't need to buy it, as your X230 Tablet likely came with a license for it. You can just download the ISO of the appropriate version and it will activate.

You have some (possibly Win10-specific) configuration issue either with the torrent client or with the VPN. I can't help you with specifics, as I never used VPN for torrents (it's not really required in the country where I live). The simplest thing would be to try a different torrent client.

Ripped, I guess that means something modified badly?
I have a copy of Windows 7 (without service pack 1) that you could try if you wish, although I think this would be the worst possible choice to take, considering that dr_st has pointed out that it wasn't due to the trackers blocking Windows 10.
My suggestion would be to try using other torrent clients, because they may probably react differently (and may work). These are some that should be trustworthy, and not filled with adware: Tribler, qBittorrent. Give these 2 a try, see if they work.

Using mullvad, Private trackers work fine, but public trackers do not work at all. This guide listed all the working vpns for torrents.I use Mullvad VPN, but I use the same VPN on my personally built desktop with Windows 7 and have no issues torrenting.
