how to burn recovery cd/dvd when xp wont boot?

need to put service partition to cd/dvd and to make those bootable to be able to reinstall xp from them,
if it is non dos partition as

I feel silly asking this question, but was curious. Someone said w510 could boot from a usb. If so, could an older os be booted that way...like 98se...
