"1607: Unable to install InstallShield Scripting Runtim

In trying to install QuickTime 6.5 on my R40 ThinkPad (XP SP2 Pro) I got the error message:

"1607: Unable to install InstallShield Scripting Runtime"

The information at:

was totally confusing as to what I should do. Can anyone here be of help?
