Problem:TaskBAR jumps on select when few rows are present

Hi,
I have this problem that when I go to select a task on one of the lower rows of the taskbar, the task-bar change to the top row, and doesn't select as I wanted. I then need to scroll down to the row I wanted, and hope that it would not happen again. Luckily it doesn't happen again after I scroll down.

PS. Windows XP SP2 classic windows theme, no grouping on the taskbar, looks like W2K.
