Fn + F1-12 keys not working

I'm not getting the little IBM programs that used to come up (i just reinstalled windows, and I believe i've updated everything)

Fn+F3 not turning the screen off
Fn+F7 just switches to another display instead of running presentation director
Fn+F9 not doing easy eject
etc...

From the Presentation Director readme file:

*1 You need to install the following packages too to enable Fn + F7 function.

- ThinkPad Power Management Driver V1.21 or later
- ThinkPad On Screen Display V3.00 or later
This program is included in IBM ThinkPad Hotkey Features package
V 1.02.0271 or later.

*1 From Version 1.30, package structure was re-organized.
If you already installed "Utility package" for each operating
system, please uninstall it first before you install this package.
Then you need to install the following packages too.

- ThinkPad Configuration package
- ThinkPad Battery MaxiMiser and Power Management Features
package
- ThinkPad Presentation Director

*2 From Version 2.00, default installation folder name and modules to
be completely uninstalled were changed. If you already installed
previous version, you need to update all the following packages too.

- ThinkPad Configuration package
- ThinkPad Battery MaxiMiser and Power Management Features
package
- ThinkPad Presentation Director

*3 If you install newer version after uninstalling previous version,
reboot the system after uninstallation.
