Icons in 256 color mode when display is in 16 Bit

Icons in 256 color mode when display is in 16 Bit
I have a Thinkpad 600E running Windows XP with NeoMagic MagicGraph 256AV video card. I want to run in 16 bit ccolor mode for video memory reasons, but when I do, all of the Icons go into 256 color mode. Everything else is in the right color mode. I have tried everything I can think of. The problem happened when trying to remove the pesky shourtcut arrows using Tweak UI powertoy. The program crashed and the problem occured. All help is welcomed. Thank You in advance.

Icon Problem fixed
I have fixed the Icon problem on my computer. If anyone has this type if problem, this can fix it.
