yes, there is, but it depends on what functionality you need.

http://www.erightsoft.net/SUPER.html < SUPER - this one seems pretty popular, but i couldn't get their last build to run. it's been updated now however.

http://www.zs4.net/ < ZS4 - another popular one

http://www.nonags.com/nonags/grvid.html < see here also

I don't know what kind of editing you're looking to do, but I found a gem a while back. I was bothered by the fact that there was no way to 'rotate' video files. Sometimes I just liked the way something looked 'portrait' rather than 'landscape' (for lack of better terms) when I was filming. Anyway, virtualdub (http://www.virtualdub.org/) rotates video! Other than that, I just use MS MovieMaker (which is testimony to my lack of video editing skill  ).

If you are using media center and a tuner the default output is a microsoft wrapped mpg dv-ms output. This is uneditable however there is a software package called videoredo, $50, strips the wrapper off and saves it as a straight mpg, it also does a very good job of marking commercials and cutting them out on the fly. I use womble to edit videos I've recorded off my replay 4508 and I use a java app called dvarchive to control the replay from a pc, even remotely at work. I tried the microsoft vide editor, movie maker, and it's output is terrible. I'm not big into this, but from what I have seen there are no really good free video editors and the good ones are way out of my budget. I've recently switched to fedoracore and mythtv instead of mediacenter2005, will be trying vista ultimate in a week or so as soon as I get a new system built, curios what that will have in it.
I alway try to go that extra mile at work, problem is the boss always finds me and brings me back
