I am trying to set up my envitoment, and been trying to Turn Print sharing to from the Network and and Sharing center, but both Turn print sharing and Turn off print sharing are grayed out.

See if you print spooler service is running, or just restart it if it is. :??:

Also when you right click on the printer you want to share select run as administrator. Are you getting the UAC prompt when you try to enable the sharing or did you disable it.
