Strange windows XP SP2 networking services problem.

What happens is, every second time, essentially 50% of the logins/reboots I do, my networking services, wireless card services, access connections (although this isn’t really running) FAIL to show up in the menu bar, but SEEM to load when I view the TASK MANAGER. BUT, I have no connectivity, and when I try to go to network connections, I cannot get the control panel area to open up. I can SEE the services like QWLOGIN and other things RUNNING, so loaded. A reboot is always required. This is a NEW issue, and I have not done any OS upgrades lately.

Full system scan shows no virii, or other nefarious processes running.
Thoughts?
