I have been getting this error message the past few weeks. I checked and I have the latest drivers. I do not have CSS installed.

I've had problems with my fingerprint reader not being connected. All I've had to do was restart my computer. Usually happened to me when I put my computer to sleep (which I never do now because things get messed up).
I have also seen your error message before, but my problem was because of an external hard drive. The fingerprint reader is connected to the motherboard through USB. I would make sure that USB support is enabled in the BIOS. If that doesn't work, there might be something funny with the connection between fingerprint reader and motherboard.

I also frequently put my computer to sleep -- between classes everyday. The error is happening everyday which is getting very frustrating. I ran XP SP2 last semester and hibernated between classes and never had a problem. This is the only major quirck I've had w/ vista so far.
I also got a BSOD after waking from sleep and dialing through a bluetooth modem, I didn't write it down, but it was caused by something related to a USB device which didn't make sense to me since I was using Bluetooth.
Hopefully this will be resolved soon.

I"m not positive, but I think your problem happens because you enter sleep mode. My USB peripherals never work once I've put my computer to sleep. I have to shut it down by holding the button because doing it the proper way will just not work. This is a serious design flaw with Vista that I hope is fixed with SP1 next month.

There is a patch on System Update regarding USB connectivity issues after the Thinkpad wakes up from sleep mode. As for the fingerprint reader, you don't need to have CSS installed. I don't use CSS either.
Is it an external one, or the one on the palm rest? Did you recently open it up for some reason. Could it be that the cable is not connected to the motherboard anymore? It happened to me one time when I had to remove the palm rest and keyboard and subsequently forgot to re-attach the fingerprint cable.

Have you tried to change the Power Management options for Biometric chip in the device manager?
Start > Right Click on My Computer then Properties > Device Manager > Biometric- explore it > Right Click on TouchChip Fingerprint Coprocessor then properties > Power Management > Uncheck "Allow the computer to turn off this device to save power > Click OK.
